US Rejects Cluster Bomb Ban

The United States has rejected an international call to ban the use of cluster bombs, saying they have a place in armed conflicts as long as countries follow proper rules of engagement.

The US military says it has already made technical improvements to its own cluster bombs and looked closely at how they are used.

Cluster bombs are scattered on impact, but opponents say the munitions often do not explode at the time, and can cause extensive civilian casualties later, like landmines.

Nearly fifty countries are attending a conference in Norway where they have issued a declaration calling for a treaty to ban the use of cluster bombs by next year.

Three countries at the conference declined to sign the declaration and several key arms-manufacturing nations, including the United States, Russia and China, did not attend.
