"Former president Jimmy Carter dropped by Soviet ambassador Dobrynin's residence on a day late in January 1984 to discuss the state of the world. Carter was concerned about Reagan's defense buildup, Dobrynin recalled. Carter must have convinced the Soviets that Regan is a serious leader and means business. A year later Gorbachev was in power, and the "Perestroika" was moving ahead. So, Carter's bitching may have brought about the unintended outcome of helping change the world for the better.... LOL!
