Yes, I've read this story more than once in the past. Just wanted to make a joke at Jimmy's expense. The Soviet leaders, especialy during the later decades, were a bunch of corrupt SOB's - and for the most part they were aware of this fact. Most of them - probably - didn't believe in their ideological bullshit. They were running the show because someone had to do it, and they had a fabulously nice life doing it. But they were generally careful not to overstep the line, and would go to great lengths to avoid direct confrontation - like they did during the Cuban crisis. All this never stopped them from being politically aggressive and imperialistic. The only thing which could make them hold their horses was strength.
