Excuse me, but 15% Arab Muslim citizens and 85% resident non-citizens is not exactly multi-cultural is it? Isn't it true that the 15% can toss out any of the 85% on their ear anytime they feel like it?

Just because everybody is getting on right this moment, does't make the place a real bi-national or multi-cultural haven. When the chips are down, the sheikh and the citizens will call the shots.

Now, certainly in terms of becoming a modern place attractive to investors, Dubai is a good model.

it's success lends support to my belief that Arabs can live amongst people unlike them just fine.

...but they are not living among them on terms of equality, which was always my point, even for these modern-thinking Arabs. Arabs are ok if they rule and if Islam gets more respect than other religions.
