No Child Left Behind never meant that every kid gets promoted to the next grade automatically... it means that any child who hasn't made the grade needs to learn the material at his/her grade level before moving on... this costs money... but, before I go on, I first don't want to be in a position to defend the public school system, I agree with you that it's a complete disaster and a total waste of tax money... most all government run programs, public schools included, have typically been a failed experiment... GZ
