Rudy was not much of an environmentalist. He had to be forced by the environmental community in NYC to continue the fledgling recycling program during the 1990s. As someone who voted for Gore in 2000, I have to say that his actions as an environmentalist have been disappointing compared to his rhetoric. He did not push for the EPA to become cabinet level as promised during the campaign in 1992. Bush has been a total nightmare for the environment, but Gore was not exactly a dream either. If it was Rudy vs. Gore in 2008, an enviro would have to go with Gore, but without too many expectations.
