No, he's right. The problem in the comparison is that the 15,000 miles stays constant. Therefore, you can drop the MPG of the average car by 12% and that of the Prius by 16% and end up with a larger absolute difference, even though the Prius suffered more percentage-wise.

Or let's look at it this way:

Old MPG ratings: Prius got 122% more miles per gallon than the average car.

New MPG ratings: Prius gets 111% more miles per gallon than the average car.

Or how about gallons per 100 miles, which resembles the European ratings?

Old ratings: The Prius consumes 1.81 gallons per 100 miles, while the average car consumes 4.00 gallons per 100 miles. That means the Prius' gas consumption is 45% of the average.

New ratings: The Prius consumes 2.15 gallons per 100 miles, while the average car consumes 4.55 gallons per 100 miles. That means the Prius' gas consumption is 47% of the average.

I'll use your figures and see how you nuance it.

Old Prius used 270 gallons. New Prius used 322 gallons. Gas mileage got 19% worse.

Old average used 600 gallons. New average used 681. Gas mileage got 13.5% worse.

So you want to sell the idea that getting 19% worse gas mileage is better than getting 13.5% worse gas mileage?
