LC, the nuances of this particular Latin American Country have changed in the last few months, agreed? If you don't agree we have a long way to go.

I will assume you have agreed and therefore the question isn't whether or not the Ecuadorians will nationalize the question is: Has this play assumed a higher geopolitical risk?

I have maintained since the Correa victory, that ARU etal have indeed assumed a higher geopolitical risk.

I do not believe for a minute that Ecuador will nationalize the natural resources, I base this belief on Bolivia's struggles with the path they have taken. Correa has watched this unfold.

Correa is smarter than Morales IMO and will make best efforts to appease special interest at the same time keeping foreign interest in the game.

That does not mean that they will keep it status quo though. Government officials stated on feb 12, 2007 that a new mining ministry may be created or is required.(see article below)With this new ministry I expect you will see a new Mining legislation. The new legislation will include new taxes and new concession structures and new requirements.

I also believe this is the best case scenario, for those that believe nothing will change I think you are burying your heads in the sand.

Vinicio Alvarado, secretary of the Public Administration, justified east Monday, the proposal of president Rafael Correa to create a Ministry of Mines, since he assured the situation of the mining in the country needs a deep attention.

Within the framework of the first meeting of the Traveling Cabinet, carried out in Tena, province of the Napo, the Chief of State announced Saturday the past, in the radio station of the region, that has in mind the creation of a Ministry of Mines.

For that reason, Alvarado indicated that they will continue with the studies to analyze the feasibility of the creation of the new portfolio of State, although indicated that its operation not yet has date of beginning. “The new organization will be the one in charge of regulating and fortifying the mining subject in the country”, remarcó the civil employee, who did not discard that the creation of the new Ministry is analyzed in the next productive sectorial cabinet.

On the other hand, Mónica Chuji, secretary of Communication of the Presidency, affirmed that it is a project that will depend on the Budget of the State and that is no more information than the spilled one by president Correa.
