Yes. I think the real answer lies in better leadership and more local control.

Any good administrator can determine teacher competence using either test scores of a few classroom visits and good leaders don't need to use incentive pay to inspire better performance.

Good leaders are, however, hard to find, especially when the job is overwhelmed by bureaucratic regulations and endless meetings that accomplish little. Ed
