What's the definition of "own". When you contribute to your 401K, it's on the promise that you will be able to withdraw those funds at a later date. If the company goes under, what happens? Do you "own" those funds?

When I contributed to SS over 40 years, it was on the promise, from the US government, that I would get a defined benefit. Who should be more reliable, your 401K company, or the federal government?

"Own" is a concept. When your paycheck is deposited in a bank it's matter of trust that you will be able to withdraw those funds. Bottom line, it's trust in society.
