Perhaps something similar could be implemented about gift cards - pass a law mandating that if unused after 4 years, the sellers of the gift card have to return the funds to the buyer, minus some transaction cost. For very small amounts on the gift cards the transaction costs could be more than the amount on the card. For somewhat larger amounts this could still be the case if the companies systems are inefficient or if they have to track down the owner. But maybe if implemented correctly its not a bad idea.
