That was the reco in 37 and 47 partitions. Both rejected by the Arabs. As far as practical reality goes, declaring Jerusalem an open city is the same as tossing up the ball in basketball and inviting both sides to jump for it.

What about declaring Kashmir as equivalent to the Vatican, would that work?

That's my Pasreal plan. Of course, it should implemented a bit more slowly than your sentence proposes, or you turn the place into Iraq #2.
