Someone felt it necessary to spin the numbers in a way that makes the Prius look even better than before, or at least make up for the fact that the Prius now consumes a larger fraction of gas relative to the average car than before.

Math tricks have been used countless times before, especially in the world of stocks. What's the point of saying, "Yeah, the Prius consumes more gas than the EPA estimated before, but look! It saves even more gas over a given number of miles than the average car!"

Either way, no one is really saving anything here. It's just the government giving faulty estimates, which of course is par for the course when it's your tax dollars at work.
