And in war time you have the contractors. There are almost as many in Iraq as there are soldiers; and they earn over $100,000 tax free.

I'm not even sure if the military salaries are included in the cost of the Iraq situation. It shouldn't be - even if the US weren't in Iraq those 150k soldiers would still be getting paid.

Most contractors are not hired by the federal government, some of them aren't even hired as part of a federal contract. Most of them don't earn over $100k. Former Seals or SAS etc. working for Blackwater make very good money, as do highly skilled technical people and people and managers, but many contractors have simpler skill sets. Most importantly many of them are Iraqis making lower pay then most other contractors.
