Public money means public accountability. Private schools are not publicly accountable - that's kind of the point of them, right? Charter schools run their accounts under the supervision of the school district (at least in our district they do); I imagine there would be huge problems trying to do that with private schools, and especially with religious private schools.

There's no reason private schools and charter schools can't be held accountable for their performance vis-a-vis public funding.

Otherwise, taxpayers are just writing blank checks.

Private schools may not want to be held accountable but that's another issue entirely. In that case, they will have to refuse to take public funding.
