The other part of it is war, overpopulation and pestilence. They can probably learn how to farm and manage resources, keep water clean and apply general therapy to other parts of public health, but they do not seem to be able to bury animosities or balance regional pretensions to hegemony sufficiently to allow the social cohesiveness that will allow maintenance of minimal systems. We have to repair the damage that they themselves cause. In time there will be less and less capability of doing that, as fractious neighbours gain ever more capability of routine poltico--military protest.

The AK47 changed the face of Asia and Africa. For 400 years that we have recorded events in that region, there have always been massacre and back and forth inter tribal wars. The modern weapons only made the process more frequent, more nasty and more destructive overall. Smaller groups can cause greater instability in less time with more killing power than ever. The only hold-back is the ability to carry bullets and feed the armed. Aid frequently gets taken over by armed groups or makes armed groups more independent. They now have a means of survival as they have food to steal. If the regions had to grow it, they would have to wait to harvest and the infrastructure would be much harder to commandeer and control.
