I'm not sure this program really is screwed up. Look at the early history of the M-1 tank. Its a very solid and important weapons system but it had a lot of early problems.

Your missing my point. Why are we spending so much money on defense when we don't have any real enemies? We have become a militaristic culture where armament has become the end all instead of a necessary evil. Its what allowed a president like Bush to run amok. Its unacceptable.
