Yes, it is very compiler-dependent and has been since 1999.

I remember AMD once used Intel's compiler for SPEC scores. Seems like they don't anymore, which is funny because Intel themselves publishes a score for the Athlon FX-62:

They get 11.4 for the FX-62, which is 13% above AMD's own published score for FX-60:

spec.org

Heh, go figure.
