Yes, just restraint on planned increases could make the fiscal situation much better over time. Even if you increase to adjust for inflation, and for more people in the program, the percentage of the budget and the percent of the economy taken up by the program will decline.

Of course if you take care of that you still have to keep the politicians from spending it on pork...
