Any action involving a weapon of mass distruction, including the deployment of such a weapon on the soil of the United States, or on the soil of a Nation in the Western Hemisphere shall be considered an act of War. Such deployment or material threat of deployment shall mandate action by the United States against the nation on whose soil the weapon is, or is to be deployed and against the nation that created the weapon, or contributed to its creation. There will be no debate regarding the meaning of this warning. And, the sale or exchange of a WMD with another nation or with an entity not a nation-state shall in itself be deemed an action that will demand the fullest response from the United States. I would publish this initially private message to Mr. Chavez, Mr. Castro and anyone else you think should know about it. Then I would do what I presume is being done now in North Korea and Iran - monitor progress of development. Monitor shipping, monitor everything...use the intelligence community we are paying so many billion dollars for. And, if Iran, Chavez and Cuba were crazy enough to violate this edict, I would publish it to the world at the very moment that I took out whatever the site was where the weapon was housed. That is what I would do......but we're not there yet. We're not anywhere near there yet. I'm not being naive about it. I can be vigilent without being paranoid...or feeling that are no other solutions.
