"...need a President that would act on it." Never had one (since the Truman doctrine was first enunciated) who wouldn't, I'm sure. We Americans have been MORE then a wee bit proprietary in our attitudes about the American hemisphere since before the Spanish-American War even. :-) (Though... there was that stretch of time in the 1930s when a lot of Republicans were rooting for Hitler. But, that was regarding a different hemisphere, and I regard it as largely a political aberration in American politics.)
