Through most of the developed world population growth isn't a problem. In a number of countries shrinking population is or will be a problem. The US population is still growing because of immigration, but even in the US we don't really have runaway population growth. And even a doubling of our population over time would not be a massive crisis that would require or support such a totalitarian requirement.
