If the conditions are harsh, people do not need a passport to leave. They will just take off on foot, in boats, whatever. Given that Iranian Jews can go to Israel and their relatives can come to Iran from Israel and go back, it does not bode well for your "hostage" picture. This is too stupid a remark to even answer. I guess the Soviet refusenicks should have just walked out of the USSR decades before the doors opened in 1979, huh?
