Country A's unemployment figures may be inflated because their unemployment benefits are too "beneficial". Kinda like FEMA giving away $2000 during Katrina, "yeah, I live in New Orleans"

"If unemployed people in Country B are much more likely to live on the street and starve than in Country A."

This isn't true. Our dumpsters are veritable cornucopias! When I managed some university area apartments, the homeless guys that lived in the cane stand in the field next door used the eat in my stairwells. I caught them at it one night, as they were leaving all the trash there and I had to clean it up. I made a deal with them that if they'd police their own mess, I'd let them eat there.

There was a Church's Fried Chicken across the street, and they'd grab the top garbage bags in the dumpster after closing. They knew that those bags had maybe half a dozen meals in them that had gone unsold - free eats for the homeless!
