"defend itself"- by proactively using nukes? Sounds kind of murderous and crazy to me. I understand the whole ME is kind of murderous and crazy, but still, even nuts can understand you don't use nukes to play out your fantasies unless you want to get nuked in return. MADD ought to work as well in the ME as it did between the US and USSR. Don't you think?
