If Iranian Jews want to leave Iran they could leave Iran. By the same token, Cubans can launch themselves on rafts into the Florida Straights, and some do. But the vast majority do not. You have cited evidence suggests that the Persian Jews are not in immediate terror for their lives, so they must run for the border at once, even if it costs them all their money and the lives of some of their family members. It does not, however, constitute evidence that the situation is great in Iran and the Persian Jews can move to Israel or the US anytime they like.
