a) Israel is a much much smaller place than India. 10 dead means practically everybody in the country knows somebody that knows them.

b) this was hardly the first time. But just because Israel had been attacked umpteen times before and not responded with much force, doesn't mean it doesn't reserve the right to do. To do that would be to declare that Hizbullah has a de facto right to attack across the border.

Israel had just been attacked across both the Gaza and Lebanese borders. These were two areas that it had withdrawn from completely, which helped solidify opinion that withdrawal was not going to help Israel find any peace. So public opinion was in place for a forceful reaction. Nasrallah went on tv later and admitted he wouldn't have done the raid & kidnapping if he'd known what the reaction would be.
