In FL inequality of property taxes is the main issue. Some should go up, some should go down. It's the "go uppers" that won't vote themselves a property tax hike. If the property tax is eliminated the local governments revenue stream is cut off (for now) and the state dictates what thy get forcing them to downsize. Based on the corruption in the local governments, this would be a very popular move by the state. Of course the screaming by the local governments would start but as it is now, their name is really mud.

The Hawaii system seems more like a VAT rather than a sales tax (sales tax usually refers to retail sales only). VATs are common in European countries. The VAT in Germany just went up to 19%!
