You outline two solid points concerning Newt's personal life and political-performance.

I guess we might give Rudy and Newt a tie in the personal arena, or even give a slight edge to Rudy. If we consider the Clintons open to criticism for sexual impropriety, Newt might deny the GOP that line of attack. Also, Rudy's behavior may be perceived as less objectionable because it does not openly suggest abuse of power and therefore can provide contrast to Clinton’s behavior.

The second argument, concerning legislative priorities, will be viewed as political disagreement; therefore, I think there is a good chance it can be unobtrusively swept under the rug. After all it, is not a lurid scandal fit for the cover of the "National Enquirer” or “Cigar Aficionado”; so digging it up might be a political waste of time.
