Free will or determinism -- won't solve that metaphysical issue to anyone's satisfaction any time soon. I agree with your suggestion of ceasing ALL financial interaction, certainly including aid to nations and organizations harboring and supporting terrorists/terrorism including the UN. With that said, I think it a bit naive to consider education, in the absence of more definitive action, a solution. Re-education will require a generation or more. There is insufficient time to permit that luxury.
