It will be interesting to see whether or not the Dow Index actually performs within those number parameters that you quote.
Personally I’m not one to do too much in the way of crystal ball gazing, or relying on past chart patterns in order to provide an answer as to how the future will pan out.

I tend to agree with the likes of Warren Buffett and prefer to concentrate on the "Micro" of identifying companies with Quality Fundamentals and critical financial ratio criteria that are being simultaneously met or exceeded.
I’ve yet to be disappointed by a company that passed through such a "Quality Template".

The "Macro" of the performance of the economy or general indexes etc.., is, in my opinion, both outside the control of us individuals and not really possible to predict with any degree of accuracy or confidence.

In my experience I’ve seen Quality companies perform diametrically opposite to the performance of the index within which they reside. The price chart of such a company can be in a healthy uptrend, while its sector index, or Dow, or S&P 500, is not in sync.

In closing, not having seen Arnold in "True Lies", I couldn’t, to the best of my knowledge, be implying anything !
