Normally yes, but I would imagine AMD being always the weaker partner in big OEM negotiations (especially with Dell) has probably agreed not to charge such penalties.
Then again, I may be wrong, but very much doubt it !

Knowing that you must hold your own inventory until the DAY Dell is ready for it, don't you think that a free cancellation policy is one of the beauties of the privilege of supplying Dell?
