I haven't understood this complaint. A place that needs nukes for nuclear energy while sitting on some of the largest global reserves of gas and oil? If I sat on the largest oil and gas reserves in the world and I could also develop nuclear energy with plans to market one or both of these energy resources to an energy hungry world, I'd do it. I don't think we should trust Iran unless/until they are completely open to inspections and cooperation with organizations that oversee international nuclear energy development, but that is a separate issue.
