Ransom, as far as a quick look on google says. Of course Carter had done little or nothing to get the hostages out. Since the act of war was carried out by Iran, I don't recall a Declaration of war by the US.

Personally I thought at the time that Carter should have gone with a proper Declaration of War, and Military preparations to attack iran. I suspect the Hostages would have been released sooner, and Iran would not be the problem it is today. I think they called Carter's bluff and he folded.
