They know how things mess up when Bush gets involved. It's obvious hubris. The WH can't admit that their policy is the reason SA is turning against the US. So they pull this we're "misunderstood and neglected" BS. SA understands our policy very well, they just don't like it. Exactly. If he wanted to have a relationship with SA, he should have been doing this in the first two years of his administration, not the last two.
