It was the implied linking, that each time he made the case against Saddam, 9/11 was mentioned. To the point where, around the time of the war, something like 80% of FOX viewers believed there WAS a link between Saddam and 9/11.

Do you seriously believe that the invasion of Iraq was not a part of the 'war on terror'?

yeah; way, way after we invaded Iraq, months later he admitted that; when it was convenient to state that SH was not involved in 9/11; up to then BUSH acted like SH was involved in 9/11.
