Libby, Cheney, Rove, Bush all guilty of treason for outing Plame. Quit talking technicalities. Anyone with a brain knows that centered in cheney's office a deliberate attempt was made to discredit truth-teller Wilson by outing his wife. Of course this was a stupid plan, but above and beyond all of this is the real issue which was that cheney in particular knew that he had lied-lied-lied to the American people and congress to get the Iraq invasion going, and he wanted that covered up at all costs.

Armitage also outed Plame. At the time he was working closely with Bush-Cheney.

Armitage's role doesn't in any way diminish the guilt of the others.
