The United States doesn't use "popular vote," it uses the Electoral College according to the Constitution, and it has been from the start, this is to presume that gore actually won the popular vote... but to answer your question, we would be in a far worse position right now...

It's a widely know fact that the dummycrats have been trying to change America to fit their socialist/communist agenda, but it won't work, the American people are much smarter than that, and you'll see that in action once again come election day for the next President...

The guy with the most votes was sworn in. Most states don't count absentee ballots if it doesn't change the States's winner and since repubs get about 70%, Bush easily got the most votes. Try another spin
