It becomes an issue if it is choice based because it indicates lack of regard for the welfare of the children that could be generalized to other areas of responsibility for care of dependants. Even if it didn't involve other areas, the choice to engage in something that leaves them vulnerable during intoxication is enough all by itself.

A medical problem like epilepsy is different. If it is a predictable seizure problem then responsible parents will make preparations that involve the children much like we do in preparing for other emergencies like fire in the home.
