There is a great deal of focus on household use because that's where there is the greatest flexibility in consumption. There is great flexibility in consumption in all forms of use over time. Remove the subsidies provided to non-residential uses and they will go down over time, and that decrease in use could be more than any possible decrease in residential use (it could even be more than the total of residential use). Irrigation is absolutely necessary. In fact, irrigation is an absolute necessary for any farmlands that are east of the Sierra Nevadas of CA and the Cascades of the Pacific Northwest. Some of the land probably shouldn't be farmed, and wouldn't be farmed if farmers didn't receive water subsidies. In other cases the land would still be farmed but more efficient irrigation methods would be used.
