Perhaps Halliburton would like to do business with Iran and Syria without as many hassles.

That makes sense, but Halliburton will have to de-register as an American corp to accomplish this. Moving to Dubai is not enough. There would have to be enough contracts in places like Iran and Syria to offset the lost business in the US.
