Then so is security details for the president, governors, mayors, etc. So is local and state police spending. So would my buying a gun if I felt threatened.


The distinction is that Homeland Security is <supposedly> designed to protect us from foreign attack. Like the military it isn't meant for domestic police work. Thus it is a defense function.

re: Sure there all "defense spending" by the definition of "defense" and "spending", but the term "defense spending" implies defense spending.
