They had universities there before this country existed. They simply set up a system where only the social elite got through. When their industry, to keep up with nations like the US, Taiwan, S. Korea, and Japan, needed technically trained workers, they weren't there. They had never been educated. Africa? Any dlot who thinks Africa is a competitor in technical fields has more than one screw loose. A labor shortage of any kind, indicates rapid growth in that particular industry. It says nothing about the absolute level of that industry. What was the brand of the last European computer you bought?
