Keep in mind that the S&L was bailed out with our money flying into the US. Today that won't happen.

Also note that Saudi and Kuwait's coffers were raided (1990/1991) to pay to kick out of Saddam out of Kuwait. So a lot of war hardware were blown out and replenished with Saudi and Kuwait money.

There is always someone outside the US financing it. The case of Iraq now, is a bit complicated, the insurgents don't want a peaceful Iraqi for the US not to recover the war costs looting Iraqi oil.
