IMO the Dems can step up and lose and then try it again. This would be preferable to being so cautious that they let Bush get away with everything. That makes them look complicit even when they're not.

If the Dems show the country that they could clean things up and make things better if they had a bigger majority, that makes for a very powerful argument. They have to show it though not just yammer about it.
