Lies. Kerry warned Bush many times that if he didn't only go to war as a last resort is really necessary he would hold his feet to the fire. He said that right before he cast his vote, and it was a very difficult vote for him because he wasn't sure if he could trust Bush's promises. In fact, Bush broke almost all his promises and lied to the American People, the UN and Congress.
