The question is about an increase. Has water vapor in the atmosphere been increasing steadily like CO2, hence might account for temp increases?

I don't know. I haven't heard anyone describe the levels of water vapor or methane, another greenhouse gas. But describing the Earth "as shrouded in a blanket" of a gas that makes up only 0.03% of the atmosphere is a tad hyperbolic, wouldn't you agree?
