Is ethanol use mandated? Not on a large scale.

Still, the author is right. We are in a transitional period where the old laws don't fit the new reality. And a fault of Democracy (as opposed to an authoritarian government) is that it takes a while a build consensus, and laws that make sense.

Have patience... believe me it's harder for me than you.
