So what are the solutions you propose?

I have elaborated on solutions extensively over the past 60-90 days right here on this thread.
You can read back posts.

Briefly I will point out the following:

1. No insurgency has ever succeeded without external support. We can keep on cutting off pieces of the tail of the lizard and cutting legs off the starfish and both will continue to grow back if we do not stop their support and replacement program. Get our conventional army out of the cities. Put them in blocking positions to halt insurgent and material infiltration that is feeding the insurgency. Attack military and supply depots in Syria and Iran if necessary.

2. Take the A Teams off border security. Put 50-100 A Teams in Baghdad. Provide them with a reaction force and combat air support. Let them do the heavy lifting and surgical removal of insurgents already there.

3. Fire Petreaus and his staff. He is a big box all army player who knows but one technique - max firepower on every target.

4. Bring in our military experts on Insurgency/Guerrilla and Counter-insurgency/counter-guerrilla operations. Let them devise the strategy and tactics.

Our big box military leaders (both Norman Schwartzkopf and Tommie Franks) did well when they could fight large enemy troop formations in the desert. But our conventional army blew it when the war turned unconventional and they remain lost in situational inappropriate strategies and tactics. Not surprising though since our senior service schools like the War College did not teach or prepare them for the situation they face.

US Army Special Forces is the only military organization we have with men and officers who have devoted their entire lives to both insurgency and terrorist aspects of warfare. To my knowledge Petreaus does not have even one of these experts on his senior staff.

I won't be able to read "The War of the Flea" for awhile as my reading list is already long. Does it offer the solution to the problems posed?

The book "War of The Flea" uses a nearly forgotten metaphor to describe the problem and explains the guerrilla/insurgent advantage.
