I know a guy who planted a marijuana plant in his backyard in sw houston some years back. Someone called the cops (probably a neighbor) and a cop came out and pulled up the plant. No arrest, no charges, thats it. And this guy was an excon (he'd had a pawnshop and was fencing stolen goods). They knew one plant wasn't someone trying to get in the pot business. whitehousedrugpolicy.gov.
