I know a guy who planted a marijuana plant in his backyard in sw houston some years back. Someone called the cops (probably a neighbor) and a cop came out and pulled up the plant. No arrest, no charges, thats it. And this guy was an excon (he'd had a pawnshop and was fencing stolen goods). They knew one plant wasn't someone trying to get in the pot business.

I dont know, not really up on narcotics, especially marijuana. However, I remember reading once that due to the new laws that require jail time for even the first arrest that our jails were overcrowded. jdn
